I ride a Shiv Comp with factory cockpit and its not exactly the cleanest aero setup with side brake cable pull and lower end aero bars and brake levers. Are there noticeable improvements to be made in this area or is this just ST making me more conscious of how it’s not ‘perfect’?

A cockpit is something you get inside a Spitfire or something you fight chickens in.
As far a bicycles are conformed, the cleanest most efficient most aero ‘cockpit’ is fixed, a small front brake only, no other clutter, no gadgets whatever.
Yes there are noticeable improvements to be made. Sometimes changing out the basebar makes as much of a difference as changing frames. Look at the TriRig Alpha white paper. Your cockpit vs a “perfect” cockpit might be 10w at 30mph.
