Attaining the perfect chain length seems to be impossible (cogs lined up vertically in a certain set of gears). Soooo, is it better to err on the shorter or longer side?

Do you mean having the pulleys lined up vertically? That’s not critical. I usually run as long a chain as possible and still be able to run small/small w/o too much slack. That way I usually can avoid having to add links when switching to a bigger cassette.
