Tried putting my Zipp rear wheel with the Powertap hub, and the chain was hitting the derailleur hangar when in the 11-tooth cog. Is there anything I can do, or am I screwed? I can’t reduce the spacers between the cassette and the hub body, or the cassette will hit the hub and/or the spokes.

I had that problem once (though it was the hitting the dropout, not the derailleur hanger), the hub manufacturer had screwed up the assembly process. It was a Spinergy, though, not a PT.
Well, if I had a whole hangar attached to my rear der, I’m pretty sure it would rub the chain 
Seriously, I had that problem before and I had to rebuild the wheel in order to have a wider hub spacer on the drive side. Maybe when assembling the hub they forgot a spacer.
