I was ordering a Cervelo P3 and would like to keep 700c wheels if possible (In order to make switchback between road & tri bike easier) and was wondering based on my measurements if a 52 700c would be my optimal fit or do I need to go to 51 650c?

I am fairly sure that you should have no problem fitting well on a “52 cm” (these are all ‘virtual’ sizes) Cervelo P3 with 700c wheels based on your inseam measurement and your height. Extrapolating any useful info from your other measurements is nearly impossible in the real world, as your desired top tube and stem length would depend on your flexibility, riding position preferences, handlebar/aerobar choice, how you sit on your saddle, how you position the saddle on the rails, and whether you use the ‘rear’ or ‘forward’ postion with the Cervelo seatpost head. In any case that longitudinal set up is highly adjustable on these bikes. FYI: I am 5’10" with longer inseam than you and fit quite well on a “55 cm” P2K (the rider fit of the P3 and P2 is almost identical). I hope that helps.
I’m of similar proportions and I have a 51cm P3. 650c wheels and I love it. The only weird thing about Cervelos is how short their head-tube is…many other people I see riding P3’s have more stack on steer tube than other bikes.
Look at the stack and reach dimensions on the cervelo website. You’ll most likely be able to get low enough on either bike. There is only 9mm difference between the two bikes, so you can go with the 52 and get a shorter stem, by 1cm. I’d only be concerned if you need a short stem, like a 90mm, on the 51. I don’t think you’d want a stem shorter than that as I think the handling would be a bit touchy.
I agree, I think you should get the 52 if you want to stay on 700. Im almost 5’9"" with a long inseam and short torso and I ride a 55 P3, but with an 80 stem. It still handles fine. A 55 would be too long in the top tube for you.
