A couple of months ago, the LBS had an Lynskey R-430 built with Chorus in for a Demo. With the first pedal strokes, you knew it was a responsive, STIFF, bike and around 15 or less lbs.

Mike P. and I smoked over 18 lbs of weed last year.
My Archon is stiff as a board and weighs in at around 14lbs with the 303’s on it.
Given the weight of wheels and groupsets now, it is not that hard to build a stiff bike well under the UCI limit. FWIW I run SRAM Red with a Vuma crank but you could get under 6.8 kilo without a fancy crank and a good 1200g wheelset.
Oh man. I’m not a huge an of Specialized, but the Tarmac is just about as stiff as a bike can get. Throw an SL (maybe not an SL2?), and I’m sure that you could get it to be one stiff, stiff bike.
