Brand New Cables, Missed Shifts

I’ve asked questions about this before here and received a lot of great suggestions, but I took my bike in today to have the mechanic look over my cabling. I was complaining about missing shifts. I often shift down 1 notch on my bar end shifters, and my rear derailleur would shift down 2 cogs. Other times, I would shift up 1 and nothing would happen for 10 seconds. Then, spontaneously, it will shift into the appropriate gear. Sometimes I have to shift up and down several times just in order for the derailleur to put the chain in the gear I want.

To me, this just doesn’t seem right - I shouldn’t have to play with a bike like this in order for it to shift properly. The mechanic said this was “normal and just has to do with the cables being new and stretching out.” Am I getting the truth, or is someone too lazy to do real work here?

my only guesses would be to make sure you have cable ends on the cable, make sure you are using shift cables (not brake) and there are no kinks or extreme bends.

Sounds to me like:
a. Cable hanging up in housing.
b. Problem with Deraileur return spring.
c. Bent rear Der or hanger.

Make sure the cables slide smoothly through the housing

sounds like a pretty barn door case of not enough cable tension to me. all you need to do is turn the barrel adjuster of the RD counterclockwise 1/4 turn at a time and try shifting up and down until the tension is enough.
