This is one of the reasons bike fit is so important. IMO, the right bike fit is one that uses the glutes in a far greater proportion leaving the quads more fresh for running. (well, the right bike fit is more than that of course, it also focuses on aerodynamics and to some extent comfort)
Part of the Glute equation is technique too. You can ‘learn’ to use the glute more and the quads less, but it does require a certain fit on the bike.
Some people do very well with cycling technique that is quad heavy, but it just shows you how incredibly adaptable muscles really are.
Running does not use the glutes and hips much. That is, unless, you are running up hill or sprinting…but for tris, not really.
