Bike geometry and smaller tires

All things been equal, what will be the impact on the bike handling if i use smaller tires?
(700c 40m has radium of ~702mm and 650B 45m has radium of ~674mm)

As far as i could tell, all bikes will be impacted similarly by getting smaller tires, it’s just that some manufacturers optimize for one size or the other… but you can’t be optimized for both

That is also my guess… just curious why some company discourage 650B (ie: trek checkpoint, even if it it 45mm)
