The slower you are the more time you get the benefit of faster wheels.

Your speed doesn’t matter if you’re not doing a race and are riding by yourself. Maybe you ride with your buddies and have some friendly competition and are looking to ‘win’ a segment, and then it could matter much more to you even when it’s just for fun and regardless of speed. If you’re racing and are trying to look for ways to go faster (PR) it helps regardless of speed; on the other hand if you race and are in the back of the pack it probably won’t matter much as you’ll probably still be back of the pack even with faster wheels. In other words, it all depends, mostly based on what you are trying to do.
