Are Hed Alps wheels or any other “aero” wheels strong enough for cycloecross use?

Strong enough? Yes. But I’d just have to ask why you’d want to put any high-zoot wheels through that kind of abuse. There really isn’t that much of an aero benefit in that kind of riding.
Reynolds makes a set of Stratus wheels specifically for cyclocross. Zipp’s have been used if you look in pro-cyclocross pics. I bet a set of 404-Clydesdales would work really well with the extra couple spokes. Most aero-wheels are super strong.
What RAPPSTAR said… I’ve seen Zipp 404s on local (MI) CX ELITEs bikes.
These guys often go 20Mph, so the aero-advantage is important.
