Ok, what may turn out to be the dumbest question of the year:
Will my 9 speed (cog) bar end shifter work with a 10 speed rear derail?

If you are asking about the bar end shifter, then yes, if you turn the knob so that it works on friction. I did this for year before getting a new bike. In fact, it is a bit old school, but it allows you to fine tune your shifting.
How many cogs are you using.
If 10 then do what Emilio recommends and put it in friction mode for bar end shifters.
If 9 then everything (road bke shifter, bar end shifters) will work normally.
This assumes shimano parts.

currently a Shimano 6500 rear derail, i want to upgrade it to a 6600 ( other bikes and wheels are 6600), i know that the chain would also need to be swapped out in the switch over to the 6600
you don’t really need to swap the 6500 RD to work with the other 6600 casettes, etc, unless you just want to have the whole drivetrain look matched, since the pull ratio is the same. The only parts that HAVE to match are the shifters and the cassette unless you switch to friction mode and give up the indexing (that, and you can’t use too wide a chain on a narrower cassette).
Everything on this bike is a mix (105, ultegra) the bike was used and was pieced together by a po. but for $600 craigslist bike with a set of hed 3 wheels…basically use it for training or racing in poor weather / rougher road conditions.
what I want to do is get it close to what my race bike is. Race bike is a Softride qualifier with TT7 beam this bike is a Softride qualifier classic beam.
