Which is faster for big riders, 650 or 700c wheels as it appears company’s are moving up to the 700’s on bigger bikes…
No, they are going back to 700c (standard) on all but the smaller bikes. 650 was just a long fad…to long.
In actual speed there is probably no real difference. The 650c is falling out of fashion on large and medium sized bikes. The introduction of integrated headsets has a significant part in this. 650c wheels have always looked a bit silly on big frames though.

I don’t think there’s any good reason for tall people to ride 650s. 650s make it possible to have good tri geometry in smaller frame sizes. It’s about the frame, not the wheels.
I agree that they never looked good on the big frames but there must have been a reason for everyone to have done it…it’s a big leap to make the wheel/tire manufacturers build 650’s when the common was 700…
Then knowing that the 700’s are back would you buy a 650c wheeled frame or would you care??

Those silly bike manufacturer’s of the 21st century disregarding the state of the art science of the early 1900’s which proved 700’s are the optimal size.
