I doubt the entire $400m will go to end up where it’s suppose to go. Most Arab countries (that I’ve dealt with) tend to run on kickbacks and straight up theft.

You can’t go in and start wars (cough Thanks Bushcough) and then expect to get people to love you by throwing money around. You would think that the U.S has figured that out by now but a long line of successive administrations (both parties) continues to think they have the solution.
Why not just let them figure out their own solutions (political and economic) and then help when there are major disasters?
