I got to say 3 weeks in for the Big O and I would have thought based off of his promises that he would have fixed some things by now. I know it is customary to give the new guy 100 day honeymoon, but come on some quick wins during the first few weeks might have been a better start…

Sorry to burst your bubble, but you should read the fine print. The torture of detainees has been banned unless there is determined a need. Then it’s OK. Read Section 5 - Mission.
I did read the whole thing. Section 5 talks about the establisment of a Task Force to review the Army Manual and based on the guidelines established in the rest of the document and recommend appropriate methods. Shall I quote it all here? Nah, here are a few bits:
Mission. The mission of the Special Task Force shall be: (i) to study and evaluate whether the interrogation practices and techniques in Army Field Manual 2-22.3, when employed by departments or agencies outside the military, provide an appropriate means of acquiring the intelligence necessary to protect the Nation, and, if warranted, to recommend any additional or different guidance for other departments or agencies; and (ii) to study and evaluate the practices of transferring individuals to other nations in order to ensure that such practices comply with the domestic laws, international obligations, and policies of the United States and do not result in the transfer of individuals to other nations to face torture or otherwise for the purpose, or with the effect, of undermining or circumventing the commitments or obligations of the United States to ensure the humane treatment of individuals in its custody or control.

We all know the government will do what they want. There is an official statement outlining the Obama administration’s policy on this. It is clearly outlined in the preceeding part of the statement. And yes, I’m still happy he came out with this. It was the right thing to do.
