is it possible to use a 24-30 mm latex tube (Silca for example) in a 20-622 tire (Conti Grand Prix 4000s II on an old Hed H3).

For a 20 mm tire. I would run a vittoria latex tube (700x19/23).
I have run the vittoria tube with a 20 mm supersonic tire with no issues.

The Vittoria is a possibility, but I think the 51 mm tube stem will be too long for the H3.
