Take the summer off road cycling, get a mountain bike, and get comfortable off road. Once you can mb without a problem biking on the road is ez (still more dangerous imo because cars).

and..? Will make him a better cyclist and less chance of crashing on the road

It depends why he crashed the last 2 times.

If it's because he's a newbie and doesn't have good bike handling skills, then MTB might be good, but he'll crash a MTB way more often, thanks to the low skill level (hopefully he improves before he gives up)

If it's because of cars, then MTB is probably safer, as long as he's not a demented thrill seeker like I used to be.

If it's just lack of attention and riding onto the shoulder, then MTB isn't gunna help.

Hone your TT position indoors on the trainer.

He's quite fast fir a newbie then, at the latest WC 70.3 only about 60 riders were under 2.15 on the bike.
