Is there such a thing as a Zipp 900 Disc that takes both Clincher and Tubular with aluminum rims? And just haw bad is it to have a cut thru the carbon that is 1.5" long? Can it be patched with epoxy and not lose any structural enurance?

There is no such thing as a wheel that takes both tubulars and clinchers. As for the dent, it depends on where it is, but I've seen some pretty gnarly looking gauges in Zipp discs that did not effect their integrety.

Hmm, kind of what I thought.
I have been looking hard for a Zipp Disc Clincher and found this on eaby last night:

I emailed the seller about the cut and if it was clincher and the reply was:
"tear is all the way through. 2 types of tubes clincher or glue on."
Looking at the pic, it looks to be clincher though.

Um, that is a Sub 9 clincher Disc dude.
I'm not sure how bad that scar is going all the way through so close to the hub though. IIRC the inside of that disc is foam and shoudl remain pretty strong, but you may want to ask someone at Zipp before you spend any money on it. The shape of that disc means it won't even make a good coffe table if it is un rideable.
Of course if it is rideable you could get a very expensive wheel for pennies on the dollar.

Boy, it sure looks like it has a 'bulge'. I guess I didn't realize that the 900 clinchers had the 404 rim mated to a flat inner now. I'm used to the all flat version.

That's the current gen clincher disk in its bulgy glory. I have ridden it for 2+ years now- solid fast wheel.
The guy's an idiot. It's a clincher disc. :)
2) There is no such thing as a "sub-9 clincher". The clincher disc is ONLY called a 900. The point of the name "sub-9" is that it has lower drag numbers - which don't happen on the clincher because of the brake track and tire junction.
