Probably an unknown open mold frame with a simple design. Tririg made a very light build on such a frame and a French rider with some good ty credentials used an open mold frame for his very light build. Some time ago jean Christophe peraud also won French national on a frame like this.

A couple of years ago, I was interested in this same issue.
I had been racing for many years on an older, but reputable and good, tri frame that was on the heavy side. Then, I signed up for IM Canada and I was able to combine that registration plus the older tri bike to justify getting a new rig.
I settled on the QR PRsix. The comparisons had it much lighter than most of the super bikes. It might not have been the king of lightness but it seemed to be the best bang for the buck, by going very light and staying extremely aero.
Of course, that was just my digging around. Once I started training on it, it lived up to my hopes. Climbing my steep rollers around here proved that. It's a tri bike so it will never be the lightest climber in any group ride but it climbs much quicker with less effort than I ever expected.
Just my experience.

Likely the last gen Cannondale Slice Black Inc frames (if you can find one). I don't remember their actual weights but I do remember that they were rather feathery.

Litespeed Carbon Blade is super light. I am not sure if it’s the lightest but it’s up there

I have no idea since none of them list it...but my Argon E119 is so much lighter than my Trinity Advanced.

I have a Chinese open mold TT frame. Weights here are about right. 1400g frame, 440g fork. Rides and handles great: http://m.dengfubikes.com/index.php?s=/189.html

It's similar to the PR5/6 but lighter. Frame, fork, and seat post all come in at 1300g.

Source for those weights? 1300g would be really light for a road frameset.

That’s what mine weighed in when I bought it before I built it up. Let me see if I can dig up the pictures from the build

I wonder for which size frame. 54? I believe the Litespeed is a different carbon weave as the PR5 but I could be wrong. Regardless, to get back to the OP, it’s one light TT bike. The lightest? I’m not sure but it’s down there

I really like those frames. A little on the tall-short end of the spectrum for my taste, but simple and well sorted.
I bet the Slice is lighter though.

A light seat post = ~200g
A light fork = ~300g
Left over for frame = ~800g.
I'd imagine the fork and seat post are more than listed above, and there's no way the frame would be close to (let alone less than) 800g.

Supposedly the Slice Black Inc weight 1020g in a size medium fwiw.

Ceepo Katana is listed as 1,080g for the frame.

Cannondale slice Black Inc. I weighted mine : Black Inc 48 size, 990g frame and about 280g fork...

I just checked and it was without fork. 1300 just for the frame

I was wondering if someone was to mention the Cervelo P3, which is an easy pick for me.
Here it is, in your graph :-)
Probably weight for frame + fork + headset + seatpost.
An idea of the reference size ?
But already noticed the QR size 52 are in fact same size as Cervelo 54 (same stack and reach)

I bought a used 51cm P2 last year. I dislike the white/blue color scheme so I had the paint removed and just cleared-coated the carbon.
P2 frame weight with paint = 1330g
P2 frame weight after paint removal = 1190g
P2 Fork with paint = 360g
P2 Fork without paint = 320g
...The change in weight is pretty irrelevant to me, but I was curious at the time and wanted to see what the difference would be.

So, for P2 or P3 size 51 (normal paint) :
frame : 1330g
fork : 360g
Headset : 100g
Seatpost : 270g
Total Frameset : 2060g
Plus a few bolts for horizontal and diagonal tube ?
This is in line with the chart posted above (giving P3 frames at 2100g).

That's about right.
It's really splitting hairs, but I don't recall the seat post weighing that much (it's closer to 220g, ...I think).
The weight of all the bolts would likely be less than a few grams.
