I doubt if that is really a Quintana Roo. Probably a Softride with QR decals.
Also, I don't think that fork came threadless. And the shifters are installed wrong.
Toe clip pedals and carbon crankarms were never original equipment together.

Euro Tri Fed required shifters to be mounted like that so as "not to impale someone in a crash". I remember one year at the Nice Long Distance World Championship, people were shitting bricks because they would not allow bikes into the transition area without upturned levers. They had to get a cab to a downtown bike shop and wait in lines for a very expensive conversion. I always mounted them like that so - no problem.

Yep, an early Softride Solo with an aftermarket Cervelo fork (I've had a couple), all rebadged. And I remember running my shifters like that as well.

Not sure why it has strap pedals, they were long gone by the time the rest of this stuff arrived in the early 90's. Maybe it was a one off Dan made for Jurgen, he had to go to a beam bike for his back at some point between the two sponsorships of QR and Softride...
