VMO/Quad Tightness/Pain

On my last 3 triathlons (1 Olympic/2 Sprint), during the run my Quads have been tightening up. The pain starts in my VMO and then eventually spreads up the inside of the quad area to the point where I struggle to bend my leg and keep a normal stride. Post race, I can't even bend my legs at the knee until it loosens up 15 or so minutes later. It's usually worse in 1 leg, but it's definitely in both. It doesn't happen during brick workouts or any other workouts, just on race day, but I rarely do any bricks that involve swimming due to logistical issues (that may be the problem). I appreciate any suggestions you may have. It is excruciatingly painful and is super frustrating to crush the swim and bike and then have to run peg legged for half the run, killing my run split and overall time.
