Apparently 6 teams have not yet submitted all the necessary pieces to be registered as Div 1. team.
Among which were US Postal, Domina Vacanze and
Fassa Bartolo and Kelme.

article fails to say what was missing to the file they have to submit to the UCI except for Kelme (a previous article 2 days earlier) who has not met the financial requirements for this season...seems like Valverde is on the leave for (maybe) Liberty Seguros.
