I did a lot of research trying to figure this out. It took a long time, but some of the folks at Cervelo and even some people on this forum eventually answered my questions. The P2K (the recent 02/03 one) is powder-coated with a semi-custom mix of blue. The powder-coating is a high temperature process that you can't really touch-up, except with auto paint.

The closest match to this custom mix of blue is an auto paint called "viper gts blue pearl coat" and it has a PPG paint co. no. of 19282
