Tire advice - Giant TCR

I am pretty close to pulling the trigger on some new wheels for my TCR disc. I am planning to go with Lightbicycle AR56 (23 internal, 30 external). Conti 5000s tubeless is my most likely tire preference. Presuming I can fit up to 28c 5000s (anyone tried this on wide wheels on a TCR disc?), what is the faster choice- 25 or 28c? I understand the 105% rule, I am just not clear on how much these wider wheels will stretch out the 5000s and what that tire/wheel interface would look like. For user reference, this is my "fast" bike. I am nothing special but can hold my own on most local "A" rides. Road surfaces are typical New England- not especially smooth with spotty chip seal and normal weather induced imperfections.
