Any suggesting for fitting a bike with deep section wheels onto a Thule Roof Rack? The provided ratchet strap isn't long enough.

Thule makes strap extenders for fat bikes for some of their racks, so if they make one for yours that's an option. When I've ran into that problem though I just used a small bungy cord and it did the trick. String would also work. All you need it to be is secure enough to keep the back of the bike from bouncing around when you hit bumps.
I use the thule outride 561 (you only need the rear wheel on the bike). When I carry the tt bike I use a cheap rear wheel as a transport Dummy. The deep wheels are in the car.
