Skinsuit, what's a sign of good vs. bad heat mgmt?

I'm not aware of what one would look for while out working in a skinsuit to know that it's got good or bad for heat management. What should it feel like?

All I know is I've worked hard and I'm knackered and it's warm outside.

Basically, used it twice recently and both times I've felt like the thing was just drenched when I took it off at the car. One was a USAC race and another was a local TT practice. Consider both efforts 10/10.

Once I'm back to the car, I wasn't drenching my change of clothes.

Should the suit be retaining that much sweat or should more be evaporating off? I thought the idea is to transport the sweat and exchange it with the moving air. I don't feel like I'm sitting in a pool on the bike, would that all form in the suit in the 2 minutes from finish line to the car?

It's this one:
