Sew it with a couple of stitches and that should do it.

On run shoes I double back the opposite direction after threading the laces through the tongue holder loop. This keeps it both centered and prevents it sliding down.

Not sure on that bike shoe. Maybe a similar concept?

No shoe from the box comes laced through the tongue the way I described.
