Arm pad stack and arm pad reach are what you need to use. Might need to measure your pads so you can calculate reach to center of pads.
This appears to be a very upright position.
According to this you’d be able to get close to your measurements on a L Dimond with tririg alpha X bars and a whole bunch of stem and pad spacers.

Hello
what strike me also is pad reach and grip reach.
With a smaller saddle height, I have these around +10cm compared to you.
Do you seat very backward on your saddle ? In this case probably using a classic (not dual nose) long saddle, where you seat quite backward and quite upright (thus the small pad drop ?) ?

My mistake. I read your saddle height as 718 not 817...
