Old Zipp 808´s and latex tubes... do I need new rim tape?

I recently installed latex tubes in my old (2011) 808's for the first time.
The next day, after trying to inflate them I realised both of them were flat. I took them off the rims and found the pattern you can see in the attached picture, in the area where the tube sits against the rim. The flats were in some of these dents. The rim tape has never been changed, and it looks like it "does not hold" the latex tubes properly?
Would new tape fix this , or am I missing something?

Can you take a photo of the rim with the tape on, and also with the tape off? Seeing the condition of the rim and the tape will help to identify the problem.

Looks like it was caught under the tyre bead to me.
