I have an old steel frame I am building up it currently has an old beat up 1inch fork that is threaded with a quill stem. Can I replace this with a 1inch fork that is not threaded in conjuction with a new headset and stem?

Sure can. Curious what fork you plan to use. Well, also curious about the frame your building.
If you don't have a fork, lemmie throw out a recommendation for the Soma Fabrications CroMo forks. The one I have is threaded and straight bladed, but they sell threadless. I really like chrome forks on older lugged steel bikes. They're heavy but I've been happy with mine. When I was in the market for a 1 inch fork a couple years ago, I really didn't find much out there.

Bike Nashbar often has 1inch non threaded carbon forks for less than a hundred and I would guess the e bay will too. You will also have to change the headset or at least the upper headset, or get a cheater plug that allows you to use a modern stem over your old quill fork.

I have the cheater plug in my mid monetize pinarello. Don't do it it looks fugly. I have found a 1inch colnago fork that look the business but am worried about people saying I shouldn't mix pinarello with colnago.

an inexpensive carbon fork is a nice upgrade to an old steel bike, since the 1" is kind of an off size you can find them on ebay for a good price, just make sure the steer tube is long enough on a used one, same deal for the ahead set, there are a lot of ebay or any local shop can get you one

I love the look of old steel bikes kitted out with all modern kit. It's a great look in my book.

i really, really like the Chris King, i have used them on road and cross bikes and they last forever. Campy also makes a nice headset

One of bikes from the 80's has a cast crown steel fork. It is great for going down hills even on sketchy pavement. You should ride it before you switch.
