I think a moped or scooter would be a more practical commuter vehicle except within large cities like Amsterdam and Copenhagen.

I can't speak for other countries, but in Canada e-bikes are gaining popularity because a scooter requires a motorcycle license and insurance. E-bikes (many of which are basically an electric scooter with pedals for show) are popular because insurance is crazy expensive, even for a small scooter.
The other advantage is that they are legal on bike trails. But I'm not sure you would want to lokck your ebike to a bike rack at work. I
