Any recommendations? I have a few pairs of Asics shorts with a 9" inseam that are ok, but I'm guessing there are better (and cheaper) options.

How much cheaper are you looking for? I have a couple pair of ASICS and some other brand (?) that I bought at Marshall’s for ~ $12 each (running shorts seem to always be on the clearance racks). I’m sure there are nicer running shorts out there, but these seem to work well and they’re about as cheap as you can get.

They always seem to have some name brand running shorts (Nike, ASICS, Brooks, etc.) for around $15.
At the $20-25 price point check out Target.

Not sure where you live but around me there's a sporting good store Academy. Their house brand (BCG) gear is pretty solid and cheap.
