Basically the title. I'm no carbon expert, so I'm not sure if this is just the finish, or if it gets into the top layers of carbon.

What's the wheel make/model?

It's hard to be sure from the photo, but there aren't obvious carbon fibres sticking out anywhere, and the colour is kinda washed out with the flash. Much of the cracked material looks like a deep, non-structural layer of resin, paint or filler. I'm not saying the wheel may be okay. I'd write it off without a moment of hesitation. I'm just curious why a wheel would have a thick layer of non-structural material, or whether I'm misinterpreting the photo.
I'd be curious to see additional pictures and get the make/model of the wheel.

To answer the original question, the wheel cannot be trusted and I wouldn't dream of riding it.
Even if the visible crack doesn't include the carbon layers, there is/was enough movement there to produce that damage. It seems something is badly wrong either way.

I believe it's a chinese wheel. It's a wheelset I was looking at buying, but I don't think the seller really know much about them/bikes in general. When I asked if the wheelset were disc or rim brakes (there are no brake tracks on the rims), they said they were the ones that needed pads... While not technically wrong, that response doesn't inspire confidence that they know what they are looking at when it comes to this damage. Definitely passing on these.

Don't risk your life on a cheap wheelset. Get some HED Jets, price recently reduced and you'll never regret buying them.
