Short answer is "No." Shaved legs are faster.

The problem with hair is that is sticks out, increasing frontal surface area significantly so pressure drag goes up.

Calf sleeves (and even bibs) with properly placed ribs or dimples have been shown to help (some folks have better results than others, for me they are worth ~1min over 40k over shaved legs, some people have seen zero gain).
