Higher vo2: Ganna or Cheptegei?
Who do we suspect has a higher vo2 right now? Both appear to be massive. Ganna wins every TT and Cheptegei recently set world records in the 5k and 10k.

VO2max is typically denoted per kg of body mass, and Cheptegei's will be higher. Top runners are typically higher than top cyclists (running is a pure power-to-weight sport and uses more muscles....that's why top nordic skiers test higher than runners).

Ganna won't even be among the top cyclists; that honor usually goes to GT contenders who are great climbers like Pojacar or Froome.

TTing has a large component of Power/CdA (vs Power/Weight), which favors larger riders since frontal surface area increases as a square function, while muscle mass increases faster (cube). Looking at dominant pure TTers (Ganna, Cancellara, Martin, etc.) they tend to be larger than the pure climbers and GC guys.
