Fairly Basic Wheel/Tire/Tube sizing question

Over the winter I upgraded to a new bike which came with Metron 55 SL clincher wheels (inner rim 19mm, outer rim 27mm) and Conti UltraSport (25-622) tires. These are tubeless ready but I'm sticking with tubes for now.

When I changed my first flat I used a Race 28 (700c) Conti tube which lists compatibility of 20-622 to 25-630 so I think it's the right size, but when I feel the tire after tube inflation it seems like the tube isn't filling up the whole tire. Also, the tire is not seating properly on the rim, so when I spin it, it's clearly not symmetrical.

I'm not sure if I just need a bigger tube which would fill out the tire and seat it properly or if air is getting trapped between the tube and tire. Any thoughts would be appreciated. Thanks!

That tube is the right size.

Pump it up to 120 psi and the bead should seat.

You should be fine with that tire and tube combo. I’m assuming you didn’t hear the tire bead “pop” when you first inflated, correct? What pressure did you get it up to? Do you have a high volume pump?
