I don't know why that would be the case as there is a public beach out there. I believe there are certain times you can't be in there though and that might be what you are talking about.

I believe that only applies to cycling. You can run there.

If it were me, I’d go into the public beach access at Kohana’iki, park, and run north along the dirt beach road until you hit the paved road at the lower part of the Energy Lab (less than .5 mile). You can either head up the road right there to do the old exit or continue north along the shore to the new exit.
