**Edit - never mind ** Just realized the 11-28 cassette was used elsewhere, the one in the box is the 11-25 I took off 8 yrs ago, so I'm fine...

Maybe, depending on how tight the chain is on your 23 cog. I have one chain length that I sized on a 11-28 and I use that for my 11-25 and 11-23 cassettes also.
