Are the dirt roads doable on a road bike with 23C tires?
Obviously, only if dry.

Anyone know the fee for a bike on the ferry?

Not sure about the ferry. But will say they have had a lot of mud issues lately... Road to the garden of the gods was closed when we were there a little less than a month ago. Don't wear anything light colored or white... The red sand there has iron in it and it strains everything. Cool island though. If you ride down to ship wreck beach expect a bear of a climb back to the center of the island.

Thanks. Just looked up the Strava segments. Yeesh. 10 mins to Shipwreck Beach, and an hour to climb back!
Will have to make sure I have plenty of water and fuel before Lanai City.
If the weather is bone dry will try to get out to Garden of the Gods. Just worried about sharp volcanic rock on road tires.
