So I just replaced my cassette and chain.. put wheel back on and tested the gears.. looks normal.. except one gear combo... when my front is on the small ring (39T), and the rear is on the smallest ring (11T), the chain rubs on the front deraiileur.. Its fine when its on the big front ring (53T) and small rear ring (11T). I thought this was odd but I checked my wife's bike and it does the same... I never use this gear combo so thats why I never noticed the rubbing.. is this normal? Do I need to mess around with the front derailler H screw?

You can but since your never in that gear it's not necessary.
Getting the FD adjusted so you get no rub when cross chained like that takes some fine tuning, it's not hard to do, and doesn't take long, but based on the fact you are asking about it, and everything else seems to be fine, I'd say leave it be.
