Looking for the best app or program to map out a bike route to a specific destination? Since I don't know the best way, I am looking for a program that doesn't try and put me all on bike paths and rather roads that are bike friendly, etc... Ideally, would then download to my Garmin

Garmin Connect does this pretty well now. Before that, creating a route in Strava was OK, then you imported it into Garmin and then to your device.

EasyRoute is very convenient for creating routes and sending to Garmin.

I do all my routes through Ride With GPS.
