My guess would be that it was a targeted test - someone probably reported him, which might not be a huge surprise given the amount of gear he was on.
Sounds like:
Testosterone
THC (OK, not 'gear', just stupid, lol)
Two estrogen blockers
GW1516 (fat burner?)

Kind of wish they were busting fast people though. This just looks like a middle aged guy who likes to party and went to a low T clinic, doesn't look like he ever sniffed a podium.

He has a 5:20 70.3 so nowhere near the front of the pack. Just shocking how much gear he had in his system.

Being seen to do something (vs doing what is actually needed, which is harder)

No idea why they would go after him in particular without a tipoff.

Agreed, this is a low T clinic victim.

GW1516 is, in my opinion, one of the nastier agents you can take.

It isn't a fat burner. It's a SARM that has a particularly nasty habit of inducing tumors.

He likely wasn’t targeted. He was tested at a national championship (Miami man) likely because he finished near the top of his AG. They have tested quite a few people at the race over the last few years since it became a national championship.
