I know that all the pro races there are draft-legal but what about the age-group races?

Not sure where you are getting your info.
It's different for every race.
IM and half IM are draft-free for everyone.
Accenture (sprint/oly) are draft legal for pros.
Some other races are draft free but end with enormous packs due to course design (ie Noosa and Moolooloba), where as a sprint race I was in recently was draft legal for the open wave, and draft free for everyone else.
So the rule is...it varies.

Jaylew, there are very few draft legal races for age-groupers in Oz. In fact I'd go so far as to say they are very rare.
