I'd be officially surprised if spoked wheels don't deflect so much under other loads that the reading is rubbish, and conversely that disc wheels deflect enough to measure reliably. It's relatively easy to take an object in laboratory conditions and slowly apply a single load and get a fairly linear response - the difficult bit is to get a system that doesn't respond to everything else and give false readings as a result.
