It seems the primary focus of the article is on infrastructure, which is something I'll certainly agree with. The article doesn't mention Virginia at all, but since moving here from farther north, I've noticed a significantly smaller amount of infrastructure friendly to cyclists.
However, I do think more of the problem is with the attitudes, which is largely a result of the safety in numbers idea, which the article briefly touches on...but, if you call out "Southern attitudes on cyclists," suddenly you're generalizing and writing something that's invalid. So, I do like the approach of encouraging an increase in infrastructure, which will make it even possible for there to be more cyclists on the road, hopefully shaping driver attitudes in the long run.
