I am looking for aero bars to clip onto my wife's road bike. They need to be inexpensive, and have flip up pads to allow the hands on top position. She has the larger diameter road bars (is it 31.8? I don't know but I have some older clip ons and the diameter of the clamp on those was too small). Thanks!

Not to sure if they made one for your size bars but the only 'reasonably priced' bar that fit your criteria is the Scott RCO. I think the Hed Cliplite (pretty sure that's the name) Fliplite maybe..has the same armrest flip up design as well.
