had a cable brake inside brifter for rear derailer, was able to get all the old cable out but it wont return to small cog now after installing new cable, just feels like the inside paddle inset engaging

Brake or break?
Is your hood still pulled up for access of cable routing? If so, pull it down. It might be grabbing a little metal arm thingy that is required for the small shifter to do it's job.
