I'd guess a helicoil would work great to fix that. Should be a pretty easy fix.

Is the thread carbon, or an alloy insert?
Not sure about carbon, but if it's an alloy insert you can use a helicoil to replace the thread. Something like this. I see that thread kit doesn't include the 't' part of the tool that attaches to the tap. Sorry, don't know the terminology, but I see it in the top (middle) of this kit.
Edit: the thread kit I referenced has M5 (even M6) threads, which is commonly what you need for seat post bolts. Having said that, I can't say with certainty that's what you need. There are other kits on amazon that might be more appropriate for cycling that include smaller M sizes in addition to M5 and M6 threads.

If it's a Shiv Tri from the first few years of production this was a known flaw and a warranty issue.

Looks like titanflexr has the best recommendation from someone who has solved this problem on a shiv frame. As he pointed out, check out this post. that other poster used a time-sert, which seems to be a variation on the helicoil.
when helicoil fails.... need to drill out the bolt. that was 2 days of fun for me (yes electric drill, diamond tip). other idea if bolt has head is still exposed, sand the sides down and use vicegrips to twist out
