I have a 650c tri bike, but don't have race wheels. I can get a Zipp 400 front wheel for about $150. Is buying a used wheel that old a bad idea? Seems to be in good shape and is being sold by a bike ship with excellent reviews, which had it listed as "excellent condition."

If it's in good shape then no reason not to buy it. The carbon rum itself will be fine if it's structurally sound. My race wheels are a set of 808's I bought in 2003.
yes with the caveat that you realize a Zipp 400 wheel is circa ~ 1991. That's a 30 year old wheel. A lot can happen in 30 years. Check it out close.
