I am positive that we talked about this multiple times in the past but I cannot locate the thread. Can you fit a super 9 clincher on the old Cervelo p3c or does it need to be a 900?

I previously owned a 2012 P3 and used the Super 9 disc with no issues.

In 2017 Zipp released the Super 9 for disc brakes, but it still had the rim brake layup. (Note that the surface of the rim brake track was not textured, but smooth/gloss carbon.)
I used that version of the wheel on a 2008 P3C using rim brakes. (I've got that wheel on Craigslist for $1200 if anyone is interested and local (Colorado). I don't want to ship it.)

Correct - no issues. (Other than you do need the correct end caps. The wheel comes with end caps for thru axle and QR.)

Best used with something like a 23mm GP5000/4000, a 25mm will be tight and may rub.
But no issues with rim clearance.

23 conti? I no they blow up bigger than that. Or would you need a true 23

I put a 23 conti on there and it fits fine. So maybe a true 25mm is ok if that’s what it it ends up being. A 25 conti was a no go though
I guess the takeaway from this is that it should fit? Ironically, I've had the same question for days now as well (Black Friday sale). I've got a 2012 P3 frame, but found a great deal for a super 9. Fingers crossed it fits.
