How is it women's specific?

Paint, saddle, crank length and bar width IIRC...for more accurate response I’m sure google has the answer

How would paint, saddle, crank arm length, or bar width be gender specific?

I’m sure if you are really interested in an answer, google is your friend on this one

I just read a review about the bike and it says:
